That depends on the recipe! Generally speaking though, most of the recipes will call for uncooked ingredients (such as uncooked pasta, raw meats, etc.) so the measurements listed will refer to the measurement of that ingredient when uncooked.

When viewing a recipe, the ingredient will have these details written under its name indicating whether it's referring to uncooked/raw or otherwise:
